So there is no doubt Mueller is sharing information with state attorneys general as needed but the idea that he would engage in a prosecutorial strategy to subvert Trump’s pardon power is ethically dubious and outside of his mandate. States themselves may be strategizing to pick up the crumbs on Trump pardons, if they happen.
However, there are situations where it is legitimately in the governments interest to seek prosecution under state law. There are joint state federal prosecutions in state courts all the time.
