Passing Obamacare cost Obama a lot in the polls and a shellacking in the mid-terms, according to your logic, the policies weren't worth it. Comparing Obama to Biden changes nothing about that reasoning.
Obamas approval was far better than Bidens and he likely wouldn't have gotten a 2nd term without it
AGAIN, that's irrelevant - we are not comparing Obama to Biden, we are comparing Obama's pre-ACA numbers to post-ACA. Obama started at higher approval ratings and his numbers dropped a lot after ACA passed.
Given your logic, such policy proposals are not worth it.
