You have to cut funding for police to reform them? If police are paid less or if their numbers are cut, does that mean the bad ones will stop to exist? How does less funding deal with qualified immunity for instance?

Oh so he did mention reform, just not in the SOTU progs wanted. And there are police killings every month.

As for 'fund the police', he said it because dumb progs were running on 'defund the police' when crime was an election issue which cost Dems the House later in the year.

And reform has got nothing to do with police funding, it's irrelevant. Just another gotcha nonsense.
