To be fair I don't think any Republican has criticized Biden's ability to navigate. This is a top tier example of false equivalence, a mainstay of dogmatic rules for radicals leftists.
You can drive a car and still have horrible memory and molasses slow thinking. I can think of 3-4 accidents in the last couple years here that were caused by elderly drivers who shouldn't have had their license anyway. I'm sure they could drive in a parking lot and score top scores but the requirement to remember events even minutes before ends up putting them in a wall on real streets.
At any rate the basement criticism is absolutely fair. The guy only makes public showings when they're covered for him and only responds to pre-written questions. "Basement" is just a metaphor for someone who doesn't come out unless it's "safe". Really weak argument typical of twitter but standard issue bullshit from a blue checkmark. Another moron who tracks Biden's activity by what's covered by Breitbart, Biden done plenty of interviews with tough questions asked of him, he was never in the basement while Trump runs away when Reporters ask him questions.

Hiden Biden’s last interview with four people, me, myself, I and that funny looking guy in the mirror, doesn’t quite cut it. Not to mention, he had a hard time answering their questions.
