no they didn't surrender. They are holding talks (de Villepen calls them 'constructive') in the hopes that it will change its molecular structure and trans-morph into a few molecules of white truffle. At which point they will ask the UN to 'inspect' them to make sure.
If that fails, they are willing to enter into discussions with the ricin compound re a sale of nuclear reactors. For electricity generation, of course.
