The guy was trying to make a point...and doing so in lawful and legal way as dictated by the laws of his state. I'm guessing that's why he doesn't live in NY or CA or Quebec.

You can also bet your bottom dollar that there were probably 10 pairs of eyes on him at all times...including a sniper.
