I've had a great experience with Lek, a lesser known clearing firm that specializes in equities and options. The service has been good, rates are absolutely fantastic considering that I'm not a high volume trader and I've even received some useful guidance on trading strategy. Jon Epstein is my contact and I highly recommend him.

I was looking for options rates but if you reach out to them, you may get what you want. You're right, commissions are rising rather than falling these days. I doubt you will get that rate w/out volume but try anyway...
