Mexico is close to being a failed state. At some point Trump will have to put troops on the border. A wall will not be enough. He should do it now and not wait for roadblocks like spurious lawsuits or congressional interference. This is not an offensive move toward Mexico. Guarding the border is a core military function. Mexico has not been able to police its side, and as a result, we have suffered an invasion.
Obama wasn't funding things I like.Most of his spending was spent on Bushs wars,Bushs tax cuts,Bush's medicare expansion and Bushs 500,000-800,000 a month job loss economy he in inherited.The only major spending that Obama did that wasn't related to Bush was mandatory spending that is already set and Obamacare.

I'm not 100% certain but I think Trump needs 60 senate votes for his wall.If that is correct democrats can do something about it.

He should put troops on the border until the wall is built and draw them down as the wall is built or leave them there if the wall is not built. As you say, it is a core military function. No supreme court approval or legislative approval required. 100% within his power to do it tomorrow.
This is and will be one of the unintended consequences of the courts and congress messing with Trump on the border and daca. The more they frig with him, the more he will fall back on just taking more aggressive action in those areas where it is beyond question that he has the authority. He has clear authority to deport anyone here illegally and it is totally within his power to not extend daca and he has total authority to place troops there and should be doing it right now anyway. In theory, Congress might be able to limit some of it through legislative action by as a practical matter, Trump would veto it so that is not going to happen anytime soon.
The military has a lot of high tech resources that should be applied to the border too, even if just for a temporary experimental period.

Bush's wars ended on Jan 20th, 2009. They then became Obamas wars. And as far as the medicare expansion, why are you complaining about that? You like when freebies are given out to the sick and elderly, I thought? And as of 2010, you can't call it Bush's medicare expansion as the ACA came in and changed things up.
