Nice sentiment but what has it got to do with liberals? Unfortunately you are trying to use rational analysis to address a problem caused by irrational voters. Name me the last time the US ever studied a foreign system and implemented it domestically, most Americans couldn't even find Finland on a map.
Sorry but history shows that people are stupid and don't learn except through painful experience of failure. California and the US will have to go much closer to bankruptcy before anyone bothers to lift a finger. Everyone was aware back in 2001-2002 that CA was in fiscal trouble and despite electing a Republican governor spending still grew year on year. No propositions to cut spending or even just hold it below revenue growth.
Polls repeatedly show that a majority supports both lower taxes and higher spending, with this level of innumeracy then the Greek/Argentine outcome is what America will come face to face with.
People get the governments and politicians they deserve.
