Probably that data includes non-discretionary spending.
To a Keynesian, everything is non-discretionary.

yes, except, us "teabaggerds" are the party of "NO" and we like it when nothing gets done and the media hates our party.Oh I think Ryan did exactly what he said he was going to do.
He said he would "not shut the government down" and would try to "pass bills". He accepted the job on the premise that the tea-party faction would not carp over the giant stinking turd of a spending bill he would work out with Pelosi.
They told him he would have to adopt the orange suntan but he said no and insisted on a juvenile looking beard so he did show a little spine.
The symbolic removal of the energy export ban is fluff compared to the big money the democrats got for muslim immigration and just about every other absurd project they are working on.
The republicans won control of the House and Senate and then promptly fucked the goat, bought the farm, y'know... gave away the store. I doubt the republicans could competently run the country at this point even if they had the presidency and both houses of congress.
Incompetent is incompetent. You can't fix stupid.
... and I won't trust another republican until Fox News hates him.
Wisconsin Tea party , others, out to primary Paul Ryan. http://www.thegatewaypundit.com/201...ker-paul-ryan-out-of-congress-picks-up-steam/
Remember the shock and outrage among the republican establishment when Eric Cantor was primaried by unknown Dave Bratt? Taking out the Speaker would be tne times as big. Whoo-hoo.
As one of the commentators to the article noted, even if the effort to primary Ryan is unsuccessful, all it would take is for a meaningful number of republicans to vote for his democrat opponent and end of Ryan.
Non-discretionary spending is a matter of law.To a Keynesian, everything is non-discretionary.
Obama has been a low discretionary spender by historical standards.
