No, that is the normal definition, and it is an implicit factor in the education process. Why would you need a separate program?

When these education bureaucrats use it, however, they are talking about something completely different that is used to try to bully and intimidate kids into rejecting values inculcated into them by parents, churches, etc. It is simply a cover for liberal indoctrination under the guise of education.
