yes they had about 1 year until kennedy died and scott brown took over. just incase you forgot they were kind of busy back then trying to save the country from the george bush inspired meltdown plus they were tied up in a healthcare battle.

If tax increases were phased in bit by bit at the same time as spending decreases, it was a 4-1 ratio of spending decrease to tax increase, and they made a deal that there is no new spending until the budget is balanced i could live with that.

I agree with the phase in aspect you have here. The ratio might be a little skewed more than I would like, but I'm sure that could be worked out.
