When one is arguing about facts, how do you propose one settle the matter, by quoting sources that prove the fact or by simply making up stuff which have no relation to the facts being discussed?

When Maverick said 'Clinton created NAFTA' which is obviously false and which you have no clue about either, what exactly is the place for 'conceiving ideas and developing persuasive arguments'?
