This is where understanding the core point of the Austrian school of economics comes into play...or at least my take away from it.
People as a group are very good at " properly" responding to incentives. If your govt offers incentives which create an maintain and underclass and single parent families...that is what your govt gets.
If you create free rent ...better to get handouts and jobs...that is what govt gets.
