This is actually a windfall for all of his victims. They will now be able to sue him for pain and suffering and get something substantial.

Not so fast. If he's got any brains, he'll spring for an estate attorney, to set up a trust for the lottery proceeds. Presto: untouchable.
 
The money was won by him though, not the trust. If there are any pending judgements against him then they will need to be satisfied before any judge would allow the trust.

Well, I'll admit I don't know all the legal aspects of this. However, I've just now read the article in the OP's link. Sure enough, it's already been taken care of -- a trust has been set up.

Agree, "pending" is the key word here. Seems to me, unless there is an existing judgment against him -- unlikely, given his previous financial condition -- it's too late now to sue him for anything in a civil court. And, of course, in the absence of such a judgment, no judge needs to even be informed of, let alone approve, the trust arrangement.
