Realtime Scanner on tick basis?

Hello,
is there a scanner which has the capability to scan the entire stock market on tick basis?
For example:The Chart is set up to 377 ticks, and you want to get informed when a change of 5 % occurs. TOS, TC 2000 and trade-ideas all refer to one minute charts minimum.

A 5 percent move is a 5 percent move. Don’t need a 377 tick chart for that.

The 5 % move should refer to the 377 tick candle. The current 377 tick candle is 5 % higher than the last one.
