Naaah... you saw what happened with Bush's approval ratings after 9/11.
Now imagine what those rating would have looked like instead, had Bush decided to blame the attacks on PETA! :D

He could have claimed his pet goat was behind the attacks, what gets the approval ratings is the piousness and tough talk.

"My pet goat is behind these attacks; we will hunt down this evil farm animal ,
and we will kiil it; and then, well have a nice casserole, with freedom fries, because freedom is on the march.
This pet goat wants to destroy america, destroy freedom, because goats hate freedom.
Our pet goat is resourcefull, it can live off the land, hide out in mountanous regions, but we will not stop until this formerly lovable pet is exterminated"

See? Its all about tone and catchphrases, the actual content doesnt matter that much.
