The mask mandate only ended in late spring of 2021 in Arizona. The winter wave was before this time.
What about the latest wave? Because the math you used is regarding the latest wave.

High daily case count for Florida, 20,000. Population previously established at 21.49M. Survey says? .093%
Same number for Arizona during the winter? High case count of 12,000 with population yields .16%
Looks like a stark difference, of course. Just not the direction you were hoping.
