RDBX order rejected why?

I just got this error message from the system:
"
Rejected Sell to Open 1 RDBX Jan 20 2023 5.0 Put ...
Order rejected: Opening transactions for this options contract are not being accepted.
"
What's the reason?

It happens when exchanges don't want new position to be opened on particular name. It's like a half halt (can close existing positions but cannot open new ones).
