Anyone can put random numbers on a chart and con anyone just like Heritage has done for decades. Without context, without sources that link to actual details, your numbers are as useful as the made up polls right wingers were pushing a year ago.

There is nothing to refute on the chart, without any details, without any sources all you got is random numbers comparing apples to oranges.

Keep trusting the Heritage Foundation, suits your ilk. I mean, this is from a think tank that predicted Paul Ryan's budget would lead to 2.8% unemployment, ofcourse they redacted it once they realized how silly it is. These guys are experts at making stuff up, just ask them about the huge budget surpluses that were going to happen under Bush.
