It started out pretty good. Governments were rated on how much their citizens read. Then they started getting into not "How much" but "what" you read.

But I agree, the government should make it easier for you. Baseball made it easier for hitters when they lowered the mound and introduced a fake player who didn't even play defense, so I don't see why government can't improve something as simple as appropriate reading material for their citizens.
