There is no better time to institute cap and trade, no one is going to exceed their permits.
Were you suggesting the same kind of action when Bush was in power, decimating the country's worldwide reputation, along with its treasury by "financing" a hugely expensive and needless war in Iraq with tax cuts? Not to mention the lives lost and shattered because of a clueless president who shot from the hip. A president who thought nothing of sending young men and women into harm's way without essential equipment because tax cuts were more important. I have feared this is EXACTLY THE REASON OBAMA HAS BEEN SPONSORED TO THE PRESIDENCY... He's willing to "do things others are not"... and likely to be blindly supported in certain efforts where others would not... (counting on black citizens to behave in a certain way which they would not if the president were white)
The fact that his eligibility to be president is in question is the the reason information about his citizenship has been sealed by courts in USA and Kenya.
