Race and intelligence

Is there are relationship between race and intelligence? i.e. we all appreciate that there are smart people in all races, but do some races have a lower than average intelligence?

If so, should we use tax money to support intelligence-disadvantaged races? Or should we let market forces operate freely, resulting in affected races being at the bottom of the socioeconomic pile?

Or are such theories linking race and intelligence themselves racist and not founded on fact?
