[R/Python] How to make a ring, at some designated time?

Dear-

Many traders are interested in exact time alarm. For example
He want hear everyday

1) at 8:00, "8 o'clock"
2) at 9:20, "10 minurs to open"
3) at 12:00, "go for a lunch to survive"
4) at 3:30, "30 minutes to close"

Is it possible to use R/Python to write a code, for the above?
Of course one can change his own choice of time, and should click one time to start early morning.

I heard this is available in Excel VB or C#.

If I understand your question correctly, what you want is a basic alarm clock program. Python can definitely handle it as it comes with a very comprehensive standard library of functions and procedures. If you want some code examples, simply google "python alarm clock".
