Quotetracker / Range Bars / Backtesting - I need current advice

I have been out of the game for 4 years or more. I was using and loved Quotetracker and Interactive Brokers feed. I was lastly monitoring the Eminis using this combination.

Is Quotetracker with a super reliable feed of data still available?

Is there free intraday, even delayed accurate data available? I want to backtest and monitor at this point.

If QT is not available, what other programs can do adjustable range bars?

What is a solid inexpensive solution for intraday tick data and charting?

I used QuoteTracker extensively and loved it. Have MedvedTrader Beta. Love it too for as far as it goes, but it is unusable for me without QT basic price/indicator alerts.
