Bullshit, anchoring happens regardless of one's previous conceived notion or conditioning or education - there is no need for any center. In fact, anchoring is very common among amateur gamblers and investors who nothing but stick to their ignorance regardless

Tell me what central belief was the bias anchored to, tell me what belief made the person chose 9 or 140

That one isn't as clear cut. But in the example from the Wikipedia article you googled, the initial car price offered on a used car sets the standard for the negotiation, where every price after the initial price seems more reasonable, the initial anchor of the original price - which is a false premise - is incorrect.
