I should put together riot packs and sell `em on eBay. Could include a T shirt with black silhouette with his hands up, a bandana face mask, 3 empty bottles with rags, a lighter and 6 good sized rocks.
You may want to include Vaseline in your own kit, since it appears you'll willingly bend over for excessive police force.
 
The guy was beating the cop with the cop's baton. What do you think the cop should have done?

He should have accepted the beating as his privilege for being White. Gosh, what's wrong with you righties?

Sounds like it. From the report.

Manney also told investigators that he attempted to hit the emergency button on his radio but couldn't reach it because of the struggle. As he tried to push away from Hamilton, Manney said, he felt a blow from his baton on the right side of his neck.

He told investigators that he felt he was out of options and decided to draw his weapon in the hope that Hamilton would stop. But he said Hamilton continued to approach wielding the baton.

"Manney fired his weapon but it did not seem to have any effect on Hamilton, so he continued to fire while walking backwards from Hamilton," according to Manney's account to investigators. "Hamilton fell forward and Manney continued to fire because he perceived Hamilton still to be a threat. He stopped firing when Hamilton was completely on the ground."

Now, it's easy to sit in a comfy chair over the internet and speculate how simple it might have been to stop firing once the suspect was on his hands and knees. But once an engagement occurs and you've been brained by your own baton, training (or in this case, insufficient training) kicks in and it's fight or flight.
