Question about routing/connectivity etc.

Nobody but yourself can answer that question. Depends on where you are and the ping and bandwidth rates of your connection. The first problem you need to solve is gaining access. Then you can run traces and pings and figure out latencies.
The sense of asking question is to not need to do it myself as maybe someone already has experience with that kind of things and can advice what usually works better and why
 
The static IP addresses are registered to Chicago, NYC, or London, so would only be a problem if Binance blocks IPs from those locations.
All mentioned locations are blocked. But it also doesn't change my previous question - the platform doesn't support it without some 3rd party add-ons right ?

In life there are not specific answers to every question. Better or worse is useless in this context, if your situation is unique.

No, in fact there are simple answers to many questions. And no, better and worse is not useless and I'm truly amazed how you can waste your own time to put answers like that, that add nothing to topic :))

Perhaps you want to describe what your actual problem is then others can help with more targeted answers. So far all you have done was drop a hint here and there without really describing your problem and it's context.

And since when Binance is PLATFORM ? Binance is exchange, Ninja is trading platform. Or am I mistaken ? Very ineffective try to "point" mistake ...

The NinjaTrader charting software doesn't support Binance natively, but that doesn't mean you can't install other software on the server. TradingView Desktop also comes preinstalled because it's a very popular option. There's no restrictions, so you can install any software, e.g. MT4/5, etc. or trade in a browser and still have the static IP if that's what you need.
