Well they can abdicate, e.g. Edward VII. What surprises me is the level of surprise that a member of the royal family has been (accused of) doing something like this. Historically the British monarchy has spent most of its time vying for power, executing friend and foe, and exploring various levels of debauchery and depravity. Elizabeth II does seem to be an honourable exception, but historical perspective is needed!
