In fact, the equipment needed to detect and identify nanogram quantities (he was administered much more of course) at that time only existed in the West . (The amount of polonium used to kill Levinenko would have been extremely expensive.) Polonium is an alpha emitter. Alphas carry a positive charge and minuscule amounts have been used in anti-static devices.
