I am sure Romney was talking peace through intelligent foreign policy and peace through strength as oppose to Obama's concept of peace through weakness and charisma.
Romney and Palin are both full of sh1t in this case and/or are pandering to the old neo-con, chicken hawkish part of the American electorate.
Of course, Russia can and will be America's "geopolitical foe number one" if you antagonize them and insist on implementing your foreign policy objectives in the Russian backyard, come hell or high water. If America leaves the Russians alone, then they will, at worst, be your foreign policy competitors, rather than foes.
The whole idea is, in fact, a remnant of the Cold War era and you can easily see this in the response to the events in Crimea. The latest, as we speak, is that US wants to proceed with sanctions against Russia, while the EU (most importantly, Germany), which actually has the most to gain/lose in the Ukraine, is against sanctions and wants to cooperate with the Russians to achieve a mutually acceptable outcome.
