@smallfil, me too wondered the same. But I think it must be strategy by the Russians,
like a wise chess move, though it hardly looks like. Indeed mysterious.
I think Russia wants to solve many problems there, incl. the problem of its exclave Kaliningrad,
which needs a free land passage through unfriendly Lithuania ("Suwalki Gap") and friendly Belarus to Russia.
I think the real game-changer will be the upcoming referendums.
