President Joe Biden delivered his harshest condemnation yet of Russian President Vladimir Putin, calling him a "war criminal" on Wednesday afternoon.

"He is a war criminal," Biden said to reporters briefly at the White House after announcing a sweeping new $800 million military aid package for Ukraine.

It's the first time Biden classified Putin as such. It comes as Russian forces continue to bombard Ukrainian civilians and cities.

"We're united in our abhorrence of Putin's depraved onslaught and we'll continue to have their backs as they fight for freedom, democracy, their very survival," he said earlier while announcing the new aid package.

Until now, the president had avoided lobbying the accusation against Putin, citing an ongoing investigation into Russia's actions in Ukraine.

Hours earlier, Democratic Sen. Mark Kelly of Arizona told CNN reporter Manu Raju that Putin is a war criminal and urged Biden to "absolutely" call him such.

CSPAN captured footage of the impromptu encounter in which Biden initially responded "no" to a reporter's question of whether or not the president was ready to call Putin a war criminal.

Moments later, however, Biden returned to clarify, asking the journalist to repeat her question, upon which he made the comments.


After Biden's comments, White House press secretary Jen Psaki told CNN that the president was "speaking from the heart." She said Biden's statement was shaped by the "barbaric" attacks Russia has committed throughout Ukraine.

Meanwhile, the International Court of Justice ordered Russia on Wednesday to immediately stop its attack on Ukraine as it investigates claims of genocide.

Since Putin's war declaration on Ukraine nearly three weeks ago, Russian attacks on civilians have led Ukrainian officials and leaders to accuse them of war crimes and crimes against humanity.

Harrowing footage purports to show a Ukrainian civilian being shot dead by Russian troops in the middle of a road a few kilometres west of Kyiv.

Drone footage published by German public broadcaster ZDF’s Frontal programme shows a person pulling up to the side of a motorway on the outskirts of Kyiv and getting out of his car. He can be seen raising his arms before falling to the ground.

ZDF Frontal reported the footage was captured on 7 March at an area northwest of Kyiv at just after 2pm in the afternoon. It said the perpetrators appear to be Russian soldiers.

The drone operator, who has not been named for security reasons, told the organisation he was “observing Russian tank positions” on the motorway as part of a volunteer brigade.

“The driver got out of the car, raised his hands and was shot by Russian soldiers,” he said.

Kyiv-based The Guardian correspondent, Isobel Koshiw, said on Twitter that she heard of “two civilians being murdered with their hands in the air and other unarmed civilians being shot.”

In Ukraine’s south, Mariupol’s city council accused Russia of “crimes against humanity” last Friday as it reported the death of at least 1,582 civilians during a two-week blockade that saw continuous Russian shelling impeding the safe evacuation of people.

Its deputy Mayor Sergeii Orlov, however, told i the figure was likely to be closer to 12,000.

Ukrainian President Volodymr Zelensky said on Monday he fears 20,000 people have died as a result of repeated ceasefires failing to hold in the Black Sea city. Ukraine accused Russia of breaching the ceasefire while Moscow claimed Ukraine was using civilians as shields

This weekend, Russian forces shelled a mosque sheltering more than 80 people including children.

In Kyiv, where two people were killed on Tuesday after apartment buildings were hit by an airstrike, residents are preparing for a strict new curfew amid fears Russia could step up its assault.

The stay-at-home order will come into force 8pm local time (6pm GMT) on Tuesday and is due to last for 35 hours, mayor Vitali Klitschko announced.

Residents will be barred from travelling around the city during what Mr Klitschko described as a “difficult and dangerous moment”.

The confirmed civilian toll in Ukraine is 691 people killed and 1,143 injured, the United Nations human rights office said, adding the true figures were probably “considerably higher”.
