Anyone can start the complaint process by phone and remain anonymous to the CFTC through the entire investigation if they wish.
CFTC may request you follow-up in writing or email to make it more efficient for them to handle the case.
However, they do capture your phone number (and they make you aware of that upfront) so if you're a real stickler for privacy, use a pre-paid cell fone.
The accused has no right to know the accuser in a these types of situations and the CFTC protects the identity of the accuser.
They want to catch the bad guys, not the good ones.

I speak from much experience when I say Charles is a good guy and will seriously listen to you.
Misrepresentation of perfomance by operators like PukeTick is taken very seriously by the CFTC.
