PSE Cancel Charges

It has come to my attention that the PSE maybe intentionally inverting or locking option prices; then fading the order to collect their cancel fee.

Isn't that an interesting twist ...
 
If the PSE wants more revenue and volume maybe they should at least open there auto-ex system to locked markets and to public orders like the CBOE did a few months ago.
