The CDC specifically has been complaining that vaccinations has been slowing plus there's a large percentage of the population that are still reluctant to get vaccinated (vaccine hesitancy).
Therefore, Biden as the President of the United States, must still encourage those that are vaccine hesitant to continue wearing their face mask especially anyone that feels sick from any illness...
It's not to protect those that are vaccinated...its to protect those that are not vaccinated.
Simply, if you think you're sick (e.g. cold, flu, pneumonia or whatever)...wear your damn face mask and he's leading by example even though the overall Covid infection numbers in the United States are declining.
Also, as a reminder, he set a target of July 4th as a start back to normalcy. I wouldn't be surprise that will be the date in which you'll no longer see Biden / Harris wearing a face mask unless they have an illness (e.g. cold, flu, pneumonia) in which they want the American citizens to learn to be respectful of those near them in their surroundings...

Trump was never willing to do what it takes to lead by example...a huge reason why he lost the U.S. election in a Pandemic...rightfully so. Now we have a new leader that's leading by example...strangely it makes people squirm when they see Biden wearing a face mask which would be normal in other countries with low Covid numbers (e.g. South Korea).
