agreed very logical... but it is culturally wrong and immoral from an efficiency standpoint.
It is anti darwinian.
I am speaking hypothetically here but... instead of the weaker culture being thinned out, you have the opposite happening.

The kids should be spending their time learning other things.
The kids should be taught to be proud of their own culture.
The people choosing to come to the new culture should melt into that culture.

That's the key - assimilation. They assimilate to us. Or we assimilate to them.
