Second prisoners have very different states of mind, one might not mind being in prison or might actually like it since (s)he doesn't have to work, butt fucks others in prison, and has a more comfortable bed than what (s)he had at home, while another loser is in there for nothing serious.

Also, around the Reagan era is when the manufacturing base started being offshored, hence withdrawing jobs from the poorest neighborhoods. Prisons started replacing factories, instead of jobs you had human storage. Hence the change in laws for easier prosecution & imprisonment for non-violent offenses such as drugs.
