Presidential race: What are news networks early calls based on?

Case in point NBC calling Wisconsin to Obama.

Numbers show only 14% of the votes are in. Of those 53% for Romney to 46% Obama. Yet they are calling the state as a win for Obama.

1) ?......Romney's 7 point "spread", at that moment, was less than what McCain had in '08. :confused:
2) Wisconsin is a douche. :eek: :D
3) It was never a "swing state". The outcome was nearly certain there. :cool:
4) The Dems do "well" in the big cities where they can concentrate their campaign spending while the GOP does well in rural and wealthy suburban areas. :mad:
