Congress can pass legislation to supersede trade and tariff actions that a president takes -although the president has the authority to conduct daily affairs related to trade and tariffs unless or until Congress wants to weigh in.

With DACA, the president took action to use an executive order to supersede legislation that had already been enacted as though he were the ultimate authority/decider.
