Perhaps if you look at it shortsightedly. Eventually, higher prices on Mexican goods cause companies who sell them to either lose business to local production, or rethink their manufacturing sourcing - all which leads to a benefit in the host country (the U.S.).

Does history support this hypothesis? Also if it is such a great idea why only have 20% tariff. Why not have a 100% or 200% tariff.
