What the postmaster cant do is verify from where the ballots come from, who returns them, who counts them once they are delivered, how they are counted, or when they are counted (like 4 AM in the middle of the night).
The postmaster is only one link in a chain of custody, and probably the strongest link. The weakest link is whoever is saying they have to start counting those ballots at 4 AM the morning after polls close.
