This is still in effect, despite being founded during the USSR (Russia still honors it). There are Russian sites I can give you that mention the launch as being planned as well, but you may not find much there since you don't read Russian. The schedule of launches is not made public for security reasons. But if both countries say it was planned, trust me, it was. If only the US was saying it was planned, you could - perhaps - argue your conspiracy.
That's pretty much all I'll say on the subject. You can either opt to accept it or opt to believe....well, whatever you want to believe. That is your choice.
