Your suggestion is exactly what I think!
This suggestion would be catastrophic.
The very people that have turned this site into a wasteland are the ones that would have the greatest voting power under this scheme in the form of many many handles.
In order for this to work, you would need to reregister everyone, tying that handle to a credit card. Then you could be sure that only the most extreme maniacs would not have more than 5 or 10 handles.
