Don't be disingenuous. A three-year-old report on data from 2008-2009. And if you were as knowledgeable as you like to believe you are, you'd understand that the bureaucracy doesn't exactly move at the speed of light.

Providing a tear sheet on Title 1 means bupkus. If that were all it took, the War On Poverty would be an outrageous success and all of our schools would be straight out of Tomorrow Land. What matters is implementation. And clearly there is many a slip 'twixt the cup and the lip.

The data is from 2008-09 ... this is 2014-15 school year. That's 6 years. Tons of $$$ has flowed to high poverty schools since this antiquated data.

Each of these shows the massive amounts of Title I funds ... funds that are allocated ONLY to Title I schools.

Note that the $$$ allocated increases with the percentage of high poverty students. Which is why the per pupil spending is higher in Title I schools.
