So far there are more embarrased than proud people...
Just a note: to be embarrassed isn't the same as being ashamed.
So one could indeed be proud of America's foreign policy and feel embarrassed by it (if it is brought up in conversation by people who disagree with it, for example). Similarly to how someone may be proud of his wealth and embarrassed by it at the same time.

I am proud to be embarrased by American foreign policy... we are the most hated country on the face of this planet, and with good reason...
All good and decent Americans must hang their heads in shame and embarrasment for the crimes of our leaders...
