Police Keep Secret List of Kids with Bad Grades Labelling Them ‘Potential Crimin

Assuming this were true, why not simply keep a list of kids who run afoul of the law? Seems like that has more predictive value that kids who have poor study habits and test taking skills.
When you give a chance, for a retard, in an office, to create systems.
Based on their system, would have 300 yrs without parole under my name.
