Police diver jumps into frozen lake to rescue puppy that got stuck in the ice

How do dogs get in the middle of frozen lakes like that though. A stray dog may wander off, but wouldn't a labrador dog have an owner?
 
Wouldn't it still die of hypothermia because it's so wet in that weather?

Being wet does not help if the deer is weakened but chances of recovery are good due to good design features that the deer has. Deer shed their summer coat and it is replaced by their winter fur which consists of hollow hairs and hollow hairs provide excellent insulation and then below the hollow hairs, next to the skin, in their winter coat they have a layer of wooly fur. Whitetail and others that is, some variations. If he is part of herd, they will pigpile too which is a good way to pick up BTU's.

Good design. Still sucks to be cold and wet and weakened but is not an automatic killer.
