If you actually want to fix this problem through policy:
1. Work on racial bias training with police officers
2. Work on regular training for resisting arrest situations
3. Educate youth how to interact with police officers (let people know that if they resist arrest they are playing with fire and it's always possible they can be misjudged)
4. Have townhalls (at least once or twice a year) for citizens to discuss issues with police officers (let the officers and people share their perspectives on the policing situation with each other)
5. Improve the opportunity gaps (number one being the disproportionate funding of public schools based on zip code, but also vocational training for those not college-bound)
