The "...FBI paid Steele to investigate Trump...in the run-up to the election" Can you Document that? That would only happen if there were credible allegations, and some evidence, that laws were broken by Trump. And why would they necessarily hire Steele. Steele was working for a Republican donor first and then for the DNC, both times via a private intermediary firm. Perhaps you should re-read, very carefully this time, the Chuckie Grassley quote. Pay close attention to the words, "The idea that...".
Note that nowhere does Chuckie say that Steele was working for the FBI to investigate Trump in the run-up to the election. What the hell is the matter with today's youth? Their reading skills have gone to hell in a hand basket!

I think you are going to find that the FBI was investigating Russian Interference in the Election, at least after the election. You are also going to find that Steele's report was given, without charge, to the FBI by a Republican U.S. Senator. The FBI investigates allegations of crimes having been committed, i.e., allegations that laws have been broken. For example they were investigating Hillary's handling of email on allegation that laws were broken, and they did it during the campaign for the Nomination. You may have a few wires crossed (as usual).

But The Post originally reported on the FBI's agreement back in February. At the time, it also reported it never actually paid for the work after the agent was identified in news reports:

so the Republicans did not hire steele through fusion gps. the dnc types or hillary did.

and the fbi hired steele before election day but may have reneged on their deal to pay him. The money is a far smaller issue than the fact that they hired him.

there is a possibility that McCain only gave the FBI a memo and not the dossier if the reporter used english accurately.

The FBI agreed to start paying for work on the dossier but the operation and the dossier scenario was publicly exposed before the fbi payments commenced, so the fbi pulled out because it was not longer clandestine, duh!. But yeh, the FBI was complicit in discussions and efforts to collude with trump's opponent. Agreeing to do something that got derailed is still evidence of supporting something and participating in it. An effort that involved payments to current or former kgb agents via the british agent.

Nasty business. The government colluding with a political opponent.
